Director of Construction Proposals & Estimates

Reporting into the Vice President – Construction the successful candidate will provide effective leadership and guidance to the construction estimating and proposals team.
You will assign qualified personnel to each proposal who will serve as the focal point for generation of the construction estimates and proposal documents.
You will be responsible for the recruitment, development, coaching and mentoring of team members.
You will be responsible for the development and management of a robust historical database of wage rates, installation unit rates, and subcontractor performance by country and region.
You will develop a standardized approach to the generation of proposals and estimates and you will provide estimating support to active projects.



You will receive and file historical reports received from the project during the project close-out phase and refresh the historical database with data gathered from the historical reports.
Finally you will work in co-operation with the construction support services group, generate a temporary facilities plan (camp, offices, warehousing, - etc.) and estimate the requirements for construction equipment, scaffolding, and special logistical requirements.

Knowledge and Skills:

You will be an accomplished engineering and construction Proposals and Estimates Manager having substantial experience in the oil and gas industry some of which must have been working with an international E & C company.

Ideally you should have experience in the Commonwealth of Independent States ClS/FSU), Middle East and / or North Africa.

In addition your technical experience in proposals and estimating should be supported by having experience in construction engineering, supervision, and / or management.

Superb communication and negotiation skills and instant credibility are essential supported by high personal energy levels and enthusiasm.

With outstanding leadership ability and a strong customer focus, you will have the confidence to win credibility and make an immediate contribution.

You should possess excellent communication skills in English and ideally able to speak one other language, able to adapt to rapid changes in a positive manner and work to tight deadlines.

You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment. Finally you should possess a Drivers Licence and be PC / IT literate.
