This is an excellent and rare opportunity for a suitably qualified person to join our client, a Public Sector organisation.

You will manage a team of technical and non-technical staff encompassing Project Management, IT Finance, IT Security and Change Management functions ensuring the provision of a high quality service in a cost effective manner. Providing high quality management information and reporting for all these areas, with effective issue escalation and resolution mechanisms, for senior management. Support the development of the IT strategy whilst ensuring that all work and outcomes are integrated. Develop and implement project management processes and stakeholder engagements mechanisms that support a project portfolio in line with the business needs. Project Management processes will also need to be developed to fully integrate with Change and Release Management which will support an end to end IT Service Management Programme. Ensure that developed IT security policy and processes comply with documented best practice (e.g. ISO 27001 and Cabinet Office framework), are tested and reviewed on a regular basis. Liaise with business stakeholder to establish key reporting requirements and establish an integrated approach to IT financial budgeting and reporting.

The ideal candidate will be experienced at a senior project/IT management level and have significant experience of process development and implementation in the areas of IT project portfolio creation and management. You will have significant experience of the integration of Project Management processes within ITIL Service Management ISO/IEC 20000 compliant procedures (e.g. Change and Release Management). Previous experience of IT Project delivery in an organisation complying with best practice IT Security standards ISO/IEC 27001 (at a non-technical level). You will have experience with Project Portfolio Management (PPM) tools and Project Accounting in addition to Dashboard report creation and benchmarking. It is highly likely that you will have a strong ITIL background at Foundation or Practitioner level with some Prince 2 experience. In addition to these IT competencies, we need someone with strong people management and able to develop new people management processes. Naturally you must have excellent communication skills, both written and verbal, as the role will involve liaison at all levels of the organisation. Public Sector experience is preferred but not essential. The role may involve occasional travel to other sites.
