Local Government Subject Matter Expert Finance Ser

General Purpose:
· To lead the Bid and Delivery phase of our Local Government clients Finance Activity within a Tier 5 bid
· To lead the provision of Financial Transformation Services for our Local Government Clients and Potential Clients.
Key Responsibilities:
· Lead Finance Element of Bid from initial engagement through to Delivery of Final Business Case.
· Identify areas for Improvement and cost savings within the Finance Function and develop Service Improvement Plans to deliver these.
. Ensure the scope of the Transformation projects will be lead to expected operational benefits and keep under continuous review
· Prepare the business for the transformation and manage the transition
· Design and Implement new organisational structures, eliminating redundant tasks, single points of failure and combining tasks to optimise efficiency
· Ensure culture change activities are implemented through out the service
· Identify training needs to support the new organisation structure· Ensure the benefits are realised
· Manage communications with service stakeholders
Summary of SME skills & Experience:
· Interpret Service Improvement Plans and Transformation Plan and liaise with Transformation Programme Manager, Business Change Manager, Business Architect and Solutions Architect to identify service improvement activities for the programme area
· Produce and maintain a Programme Initiation Document and Programme Plan for the programme area, including a project and Work Breakdown Structure
· Manage and assign Project Managers and other team resources assigned to the programme area
· Take responsibility for financial performance against agreed budget for programme area
· Assure sign-off of project plans for the implementation of new services by the Service Director/Service Leaders, Transformation Programme Manager, Business Architect, Solutions Architect and Business Change Manager
· Accept accountability for delivery of service improvements as per programme plan on time and to budget
· Manage the scope of transformation work and changes
