Key Responsibilities:
Within a Local Government environment to:·
· Lead activities in the sales, design, build and handover to operation of a best practice Revenues and Benefits service
· Responsibility for development of strategies, service improvement plans, service delivery plans and managing the build and development of the people, organisation, processes and technologies to deliver the plan.
· Oversee, where required, the upgrade of technology used by Revenues and Benefits particularly core applications, Document Management, Workflow and process improvement.
Summary of SME Skills & Experience:
· Good knowledge and experience of Local Government and the political environment, politics, challenges, funding, pressures and stakeholders
· Detailed knowledge of Revenues and Benefits services
· Expert in Revenues and/or Benefits services
· Detailed experience of delivering Revenues and Benefits services in a council environment
· Good understanding of the relevant legislation
· Detailed knowledge and experience of Revenues and Benefits Business Process Outsourcing
· Hands on experience of delivering Transformation in Revenues & Benefits
· Working knowledge of ICT systems used in Revenues & Benefits and experience of implementation, optimisation
· Good working knowledge of Benefits Realisation and practical experience of delivering cost reductions and service improvements· Good working knowledge of the Modernisation agenda, efficiency agenda, service transformation within Revenues and benefits services in a Local Government environment
. Competent in leading large Local Government Tier 5 BPO bids with TOV in excess of £50M · Delivering large and complex programmes in BPO with P&L responsibility
· Operational management of large diverse teams
· A network of Local Authority Revenues & Benefits senior officers
