Procurement Director - South East UK (Cambridge)

Procurement Director - Cambridge - NHS Collaborative Procurement Hub (East of England)
CLIENT - NHS East of England CPH (Collaborative Procurement Hub)

Reports to Chief Executive of NHS East of England CPH
To support 30 NHS Trusts across East of England, and have a positive impact on a spend of around £1B p.a.
To manage a team of 7-8 procurement specialists, through 2 direct reports
To provide strategic direction as a credible purchasing figurehead
To develop and lead purchasing strategy within the East of England, enabling the East of England NHS Collaborative Procurement Hub (the Hub) as a commercially focussed, dynamic organisation to deliver innovative procurement solutions>
To participate as a member of the Executive Management team, in setting the Hub's overall direction and strategy and act as a role model in support of our organisational culture and values.
To collaboratively influence partners to embed cultural and systems change through the implementation of the Hub's procurement strategy.
To ensure all resources are primarily focused on delivering cash releasing savings, process improvements, service re-design and supplier rationalisation – as required to drive quality and value in the NHS
To provide excellent stakeholder management, leading the purchasing team and working with relevant staff

PERSON SPEC - higher weighting more important
10 - extensively experienced multi-category/commodity/site purchasing director with breadth/depth of best-in-class procurement experience
10 - Ideally a good mix of indirect/services, capital and product/direct procurement - or procurement within a highly service-driven environment
10 - Stakeholder management - strategic credibility, good listener, influencer, presenter, who is patiently tenacious, and has a "win-win" approach
10 - Personality accountable, dynamic, influential, multi-tasker, patiently tenacious and results-driven, etc"
10 - Gravitas, impact, professionalism, credibility, pragmatism, resilience - looks and behaves like someone who can add value
10 - Situational leadership - as a leader (envision, empower, enable), a manager (processes, systems, time-scales, KPIs), and as a coach ( delegate, support, and exception manage)
10 - Commercial acumen- can patiently work towards a "realistic but challenging" agreement, that exceeds customer's expectations
10 - Highly analytical and data-driven - can manage many complex priorities - an ability to see the big-picture, but have the ability, and desire, to get into the detail, if needed
10 - Change management experience
10 - Project management experience, and role model, and also ideally some formal tools training
8 - Qualifications - first degree in relevant business or supply chain topics, and ideally MCIPS
8 - Ideally both public and private sector procurement experience
