Procurement Manager
Berkshire - South East, Thames Valley
To create, develop and maintain a robust supply chain of Engineering and Construction contractors, aligned within the overarching programme delivery strategy, sufficient to meet programme needs efficiently, effectively and economically.
• Be a member of the Procurement Group Senior Management Team.
• Ensure that Engineering and Construction supply chain capability is optimised to meet programme needs, minimise risk and demonstrates Value for Money.
• Rationalise the supplier framework
• Develop, negotiate and implement robust, incentivised contracts with suppliers.
• Identify and recommend supply chain initiatives and provide an enduring programme delivery architecture
• Manage key supplier relationships, monitor performance and develop improvement plans as necessary.
• To manage the supply chain relationship, interface with and integration into, project teams.
• To identify potential threats and weaknesses within the supply chain make recommendations and take implementation measures to mitigate or eliminate them.
Responsibilities
• Monitor and manage consistency of performance
• Administrating the metrics and incentive mechanisms, including reviewing / validating data and preparing reports.
• Ensure the delivery of value within projects.
• Identify, evaluate and select preferred suppliers.
• Liaise with key stakeholders to identify requirements, develop, deconflict across the programme and agree delivery strategies; monitor work plans, ensure requirements and supplier resources are identified.
• Provide a framework of preferred suppliers to meet at least 80% of corporate needs.
• Provide assistance, support, guidance and direction in the implementation of procurement policies.
Qualifications
• Degree in Project Management or Engineering Discipline
• Chartered Engineer or Member of Institute of Purchasing and Supply
Knowledge
• Purchasing including best-in-class practices
• Contract law (both national and international)
• Business organisation theory and practise
• Project planning
• Cost, price structures and incentivisation tools
• Management of teams and people development
Extensive experience of :-
• Purchasing
• Project management
• Negotiation of major contracts
• Developing relationships with internal / external supply chain resources
• Leading, motivating and managing cross discipline teams, using defined processes.
experience in :-
• Managing internal and external resources
• Managing major contract claims resolution and potential litigation
• Contributing to strategic planning and translation of strategic objectives into tactical execution plans
Skills
• Ability to build and improve effective internal and external working relationships
• Ability for the interpretation of corporate plans and objectives
• Strong commercial and financial awareness
• Strong understanding of the major engineering contracting structures together with their strengths and weaknesses.
