Programme Director – Business Transformation
Manchester - North West
We are working with Manchester City Council to recruit a number of key people for the Town Hall extension project which has now received council approval.
The transformation and refurbishment of the Town Hall complex is one of the most significant and challenging projects in the history of the council. At the heart of this is the opportunity to modernise the cultural and behaviour of those within their workforce, and in turn create working environments which will support excellent and effective customer services.
Management of the overall Programme will be driven by the construction element of the Programme and the need for transformational change in delivering improved access to better services for our customers. This will require a high level of coordination and clear communication across a broad group of stakeholders.
The total investment in the Town Hall complex is estimated to be up to £175m, with a current best estimate capital cost of £165m
Main purpose of the job
To lead and manage the transformational change of the culture within the workforce, including business processes, modernisation of the IT structure and the development of accessible services to customers.
To be responsible for managing and coordinating a set of work streams which will be integral to taking the change programme forward and organise and put in place a project execution structure to manage all aspects of the work effectively, defining roles and responsibilities and ensuring comprehensive and correct levels of reporting with the necessary governance and quality monitoring.
For this job we are looking for:
• Proven experience of initiating and managing change in a large and complex organisation, including in the public sector, with successful outcomes, including efficiencies in processes and delivery and large-scale cost savings.
• A record or success in championing organisational and cultural change, effectively working with staff, trade unions and stakeholders.
• Proven approach to implementing change, including successful stakeholder involvement and extensive experience of working in collaboration with senior managers and strategic partners
• A track record of managing the procurement of programme resources, with an in-depth understanding of the general principles and processes of successful procurement.
• Ability to develop strategic objectives and translate them into a compelling vision for programme implementation
• Strong performance management ethos with extensive experience of reviewing and improving business and services.
