Proposal Manager
Basingstoke - South East, Thames Valley
The Proposal Manager is responsible to the Bid Manager and is the function head of the ‘Bid Production Team’.
The Proposal Manager should be an expert in developing tender responses.
The Proposal Manager works mostly at the operational and particularly the tactical level. Behaviours include enforcing publication policies and procedures that cover desktop publishing and graphics. The applicant can expect to work on defence and non-defence bids for a number of internal clients and as such will need to demonstrate initiative, resourcefulness, reliability, promptness, good judgment, excellent organisational skills, and mature interpersonal skills, command respect, work well under pressure and be flexible in terms of tasks and duties. Candidates from Account Management or similar backgrounds will be considered.Candidates at different levels of experience are required.
RESPONSIBILITIES:
RFP analysis and break out, development of outlines, templates and schedules, overseeing production assignments, integration of inputs, review team coordination.Develop Bid Team documentation such as plans, schedules and guides. Provide production support including desktop publishing, reproduction coordination, configuration management of the tender response, and quality control checks. Monitor the proposal schedule closely and keep the Bid Manager and Team aware of potential challenges. Be the tender response’s chief editor and be a co-ordinator of the review teams.Manage the print house/ internal production activities
Coordinate final production, packing and delivery of the proposal ensuring all requirements of RFP are adhered to and appropriate time is allowed for delivery deadline.
ESSENTIAL SKILLS
Background in proposal development Liaison and ability to communicate effectively at meetings
Knowledge of proposal development methods Understanding of Requirements proposal submissions in accordance with customer domains (e.g. MOD practices/procedures)Use of tools such as Microsoft Office suite, Visio, MSP etc
DESIRABLE SKILLS
Experience of interfacing with third party organisations
Some knowledge of specialist tools such as Self Evaluation software, Graphics Packages, Web publication software, publication environments, etcSome experience of customer communication portals and assessment software
ATTRIBUTES:
Excellent written and verbal communication/presentational skills Self motivated individual able to work alone or as part of teamPC literate: As a minimum Microsoft packagesEducated as to either Degree or equivalent level2 - 7 years experience working in a proposal environmentAs a minimum the candidate would be able to satisfy the APMP Foundation Level qualifications and ideally be able to meet the Practitioner level.
